​There are obviously safety concerns with damaged or dead trees.  That safety is a concern to human life and property.  Any dead tree should be removed to avoid it coming down unexpectedly.  Dead trees also can spread disease to other healthy trees.  They should be removed to maintain the health of the area in question.  Depending on the size of the tree, an arborist is the best option to perform the task.  They will ensure that the tree is taken down without risk to lives or property.
